The Baltimore FCA is blessed to be served by the Leadership Board. It meets approximately 20 times over a two year period. Its members commit to the following responsibilities:
- Clarify and guard the mission, vision, and values of FCA
- Encourage and support the Baltimore City Area Director
- Enhance the public standing by being an active advocate of area FCA
- Maintain the financial integrity of FCA
- Set or approve strategic goal, major plans, and policies of area FCA
- Invest time, talent and treasure to further the goals of FCA
Through their own sphere of influence, board members help spread FCA’s overall influence in the community. The Board consists of the following members:
President & CEO, Exceptional Software
Ray Bowen has worked in the Defense Contractor Industry for almost three decades. In 1996 he and a former colleague, Paul Stasko, founded Exceptional Software Strategies Inc. Under Mr. Bowen's leadership, Exceptional has sustained yearly growth in the area's highly competitive IT market – it expanded from the two founders to a company with multiple contracts across the intelligence community. Exceptional is now ranked in the top 10 largest minority-owned businesses in the Baltimore area. Building upon their success as a IT service and solutions provider, Ray and Paul founded StellTek Solutions, LLCin 2010.StellTekis a value added reseller serving the Federal, State, and Commercial market space. Ray is the Managing Partner.
Ray has served in the community on various non-profit and religious based boards. He is currently serving as the Chairman of the Baltimore City FCA Leadership board. Ray has been involved with FCA for the past 17 years serving on either the Maryland State or Baltimore City boards. Additionally, Ray is an Advisory Board member of the Center for Pregnancy Concerns and is also a board member for the Kappa Community Development Foundation.
President & Founder, Executive Insurance Benefits, LLC
Mr. Dailey, has been an insurance and financial professional since 1987, spending most of those years with The Prudential Insurance Company of America. During this time he learned the fundamentals of the insurance industry assisting clients with life insurance, disability income insurance, health insurance, annuities, mutual funds, and long term care insurance by performing financial & business needs analysis.
In 1996 he founded Executive Insurance Benefits, LLC. Executive Insurance Benefits, LLC concentrates in the designing and implementation of group insurance benefits, such as Group Health, Life, and Disability Insurance from the top carriers doing business in the Mid-Atlantic area. One of his passions is assisting business owners protect their business interest from the financial disruptions that typically occur following the death or disability of an owner, partner, or key employee. Mr. Dailey offers business strategies such as Retirement Plans, Executive Compensation, Buy-Sell Agreements and Business Continuation Funding. In addition, Mr. Dailey holds a CLTC designation in Long Term Care Insurance.
He is a qualifying and lifetime member of the Million Dollar Round Table (MDRT) Court Of The Table (COT) elite status, the premier association of financial professionals since 1996, and is active in his church, numerous volunteer and community organizations. He’s married to Lisa and the father of 3, Andreas Jr, Kyle and Candice and his new joy, granddaughter Jasmine.
Clinical Director, Aberdeen Proving Ground
Gary L. Hardy joined the Army Substance Abuse Program as the Clinical Director in January 2012. He graduated from the University of Maryland European Division with a bachelor’s degree in Psychology and Management, and from the University of Maryland Baltimore, a Master’s degree in Social Work. He is a Maryland Board of Social Work Licensed Clinical Social Worker and is internationally certified in Chemical Dependency.
Mr. Hardy has extensive expertise in dual diagnosis of both public and private employment sectors. He also has expertise in critical incident stress debriefing, substance abuse assessments and treatment planning, supervision, and coordinating training schedules. He has served as the Chief of Social Work Services for the Fort Meade Warrior Transition Unit, the employee assistance counselor for the Federal Bureau of Investigation, and as a clinical social worker and director for the Army Substance Abuse Program.
Big Brother Little Sisters
Selwyn I. Ray, J.D. is with Big Brothers Big Sisters Maryland Mentor Partnership, formerly and most recently Vice President of Community Engagement and Partnership for Big Brothers Big Sisters and The Maryland Mentoring Partnership and was formerly Executive Director of The Maryland Mentoring Partnership (MMP), where he oversaw initiatives to increase the number and quality of mentoring programs providing children with caring adult mentors in their lives throughout the state. He previously served as MMP’s Director of Recruitment and Partnerships, and expertly led a number of strategic initiatives to fortify mentoring activities, establish partnerships, and galvanize support for the mentoring movement. He also directed the development of the Church Mentoring Initiative, which continues to expand MMP’s reach in the faith community.
Partner, Ferguson, Schetelich & Ballew, P.A.
Thomas Schetelich is an attorney and one of the founding principals of Ferguson, Schetelich & Ballew, P.A. He heads both the firm’s corporate and business law practice and its personal legal services department. He holds an AV rating from Martindale Hubble, awarded by peer review, for the highest standards of professional skill and ethical practice.
Mr. Schetelich devotes much of his practice to assisting charitable and religious organizations. He represents many churches throughout Maryland. He is active in many Christian ministries in the greater Baltimore area. He is the President of the Christian Professional Network, which includes over 1,000 Christians in business and the professions. He is an author of Maryland Law of Religious Corporations. In 1992, Mr. Schetelich was honored by Mayor Kurt Schmoke for outstanding citizenship in dedication and commitment to the citizens of Baltimore.
FCA Liason, Churches and Community
Sister Sirena has been married for 18 years and has a teenage son. She accepted Jesus as her Lord and Savior during a church service preached by Pastor Therm James Jr. in May of 1994, at Bethany Baptist Church in Maryland. Sirena grew in both the Word and her christian walk at Tabernacle Church of Deliverance, Inc. under the leadership of her Pastor, Wayne I. Edmonds Sr.
Although Sirena became a leader in her ministry, her christian growth came through the personal mentoring by her late mother in law, Lorraine C. Edmonds, who taught her not only the importance of fellowship in church but more importantly, having a personal relationship with Christ. Lorraine stressed to her daughter-in-law the power of the never ending Grace of God. Because of the Love and Grace of God, sound teaching from her ministry, family, friends and mentoring from her mother in law, Sirena’s passion is sharing the gospel with non-believers and letting believers of Jesus Christ know that they are not condemned. This is what Community Outreach is all about.
As a native of Baltimore, Tori Stokes decided to give back to her community through service and is committed to improving the mental health of all individuals. Ms. Stokes currently works as Program Coordinator with Girl Scouts of Central Maryland, is a Professional Organizer, Life Coach and Motivational Speaker for abused adults. Most recently, Ms. Stokes was requested to edify audiences on topics including Child Abuse, Anti-Bullying, and Suicide Awareness/Prevention. In an interview, Ms. Stokes stated, “I am not overly concerned with changing the world (for that will come); my goal is to positively impact people every day for the rest of my life”. Ms. Stokes has worked as a private-duty caregiver for eighteen years, serving those who suffer with mental illness. In addition to serving the community, she spent eight years in the United States Army working in the legal and medical fields. Tori Stokes currently resides in Baltimore, Maryland with her husband, six sons, and two dogs.
